What the sign says

Light signals over the road close or open lanes one by one, the hard shoulder included.

The exam trap

Three signals, three orders: green arrow pointing down, the lane is open; flashing amber diagonal arrow, leave that lane as soon as you can; two red bars forming a cross, the lane is closed.
