What the sign says

A tram or street railway crosses the road or runs along it. Its mass and its rails rule out any swerve: it is the one that cannot move aside.

The exam trap

With this sign, the road user must check for themselves that no rail vehicle is coming: nothing will warn them. A moving tram may be passed on the right.
