What the sign says

The sign warns of queues of stationary or slow-moving vehicles. It is put up permanently only where jams are likely to be frequent.

The exam trap

On the motorway, a queue means forming the rescue corridor between the two left lanes — before the emergency services arrive, not as they approach.
